When the user enters the Route Modification interface, it will display a single empty transaction row with the Delete checkbox, Order field, and Mod Type dropdown. In order to start defining a new transaction, the user must fill the Mod Type dropdown. A selection in this field will trigger the appearance of more fields to clarify the new transaction.
